I have asked @Zephyr about a CLI updater a few days ago, and he said that he might do it if he finds the time.
I also have happened to talk about the second feature long ago with @marty dunno if it is on the read map or not.

The second feature isn't a bad idea, but we don't have an HTTP-based mod download system at all yet, and I'm not sure what @Zephyr's plans are for this feature.

Yes, you could replace any texture. However, the anticheat checks soldier textures for unlegit colors and patterns.

Explained: So recently people have been editing custom classes by files and they add more attachments to classes hopefully it will be fixed so maybe if they add more attachment to custom class through files they will get error or something or their class might be reset.
We will add additional stat integrity checks, but we can't really prevent this kind of stuff from happening due to how the engine works.
