be able to bind console commands like com_max fps

I cant seem to find a way to be able to bind the com_maxfps so i have have binds for 125 250 and 333

edit: as of now you can bind custom keys you used to not be able to back when I wrote this

@Chewiix bind key "command" in the console.
For example bind P "com_maxfps 144"
