[1] Whitelisting Pluto's Folder inside of Windows Defender.
NOTE: If you have other AV make sure to whitelist
C:\Users\calvin\AppData\Local\Plutonium

Its a batch file that automatically installs all the redists required to play the game since doing it manually seems very hard, especially for some people here.
