It has been like this for almost a month, I can't figure out how to resolve this issue. I don't want to have to reinstall BO2 Pluto either.

into the bootstrapper and hit enter. Has the game worked before? you could also try deleting your config file, it's in %localappdata%/Plutonium/storage/t6/players.
