<![CDATA[r_fullbright]]>Is r_fullbright one of the "protected" cheats that will get you banned?

I want to be able to allow clients to enable it if they have a low-end build. If I'm allowed to use it, how can I configure my server to allow it (either through the cfg or a script)? Or do they have to have their own script?
