Why does it enable sv_cheats?
Last time I checked setting dvars through a GSC script doesn't need to have sv_cheats on, that's the whole point of it

Also setting sv_cheats to 1 every time someone connects is useless. You could just set it in Init, but again, you don't need to set sv_cheats to use cheat protected dvars/commands through GSC
