Connection Issue

hi , i have some issues when connecting to the plutonium launcher .
i can access the servers and play with mobile data but not with my ADSL internet
i live in iran which is normal to have restrictions like this but since my mobile data works in the launcher there might be a way for you to fix my issue . thanks -
Change your DNS or use a VPN

already did those , changed dns multiple times but didn't work
and when i used a vpn servers kicked me out saying that vpn is not allowed
