BO1 with a bad performance

Hello everyone!

So my BO1 is stuck at 30 fps, even on the lowest settings, and i can't play normally, I can play BO2 in extra quality at 60fps, but when I launch BO1 it gets stuck at 30fps.
I already increased the framerate amount, left the limit at 150 fps and nothing happens. I've also disabled V-Sync in the game and in the graphics card settings, and nothing has changed.
After I took a look at the game process in the task manager, it was only using 300MB of RAM, and 10% of the GPU. Which is a pretty low amount compared to what I use in other games.
I wonder if anyone could help me with this.

savoured the recent update Version 22H2 causes performance drops in all games so that might the issue

you can check your windows version by pressing Windows Key + R and typing winver

and at the top it should say what your version is

Edit: Before this Windows Update I had the max amount of FPS I can get in all of the plutonium games

this update dropped my performance 100 Frames not much you can do besides update your GPU Drivers and wait till they fix it
