Missing file: XINPUT1_3

Hello, a friend had a problem when he installed plutonium and bo2, everything went well but when he put the bo2 torrent file and launched it an error message appeared with the inscription that he was missing the XINPUT1_3.dll file and that he could reset the file which he did not do. Thank you in advance for your help.
