Error while open the launcher

While trying to launch plutonium.exe, I am getting this error :Failed to start launcher: fork/exec C:\Users\User\AppData\Local\Plutonium\bin\plutonium-launcher-win32.exe: Access Denied.
I dont know what should i do

try deactivate antivirus and firewall or execute the launcher with admin privilegies
