The error: "Oops! Plutonium ran into a problem and must be closed"
I reinstalled the game 4 times and every time this happens

It's not an issue with the game files, reinstalling and doing the same thing over and over is useless
Something on your system makes the bootstrapper crash so disable/uninstall it (antivirus, overlay, process monitor etc)
