xbox controller not working

ive done all the setting correctly and its still not wokring, it thinks my controller is a mouse/keyboard. it worked just fine on my friends pc though. been an isse for a while and i suck at kbm. pls help.

Did you read our controllers doc?
Did you completely exit Steam? Not hit the cross but actually shutdown the program
Did you enable the controller in the game settings?
Are you testing the controller in a game or in the menus? Test it in a game -
