Softlocked in Campaign due to not being able to swim

I'm on the mission "Redemption" and got to the part where you go underwater to the base. For some reason, it won't let me swim up no matter what button I press and no movement option in the setting mentions anything about swimming. The arms do not show either, unlike all the other walkthroughs I see. Is this some sort of missing data? Is my game permanently glitched?

ILoveToEatBalls We don't support campaign the only reason it exists in Plutonium is because it comes with zombies.

ILoveToEatBalls Don't play the campaign via plutonium, I had a similar problem with the first mission when the tank thing (forgot the name) appears, after a few seconds it pops up "Your actions caused your team to die.".
Only happens when I play via plutonium.
