Mouse acceleration is near impossible to disable

I have turned off mouse pointer precision in windows and i have turned it off in my mouse drivers and i have turned it off in game.
I tried launching it with -noforcemaccel -noforcemparms and it still has mouse accel. I turned it off in game.
Please help i can't aim with mouse accel
