Can only Launch BO2 in LAN

I used to be able to play the game fine a couple of months prior, however when i reinstalled plutonium i was very sad to find out that i am unable to launch the game under normal circumstances. if i run the game in LAN mode it runs just fine, but otherwise it will just crash instantly.
I have tried any sort of fixes and repairs and whatever the sort, such as reinstalling plutonium and bo2 (multiple times), disabling all overlays, disabling antivirus and adding plutonium to the "exception" folders that are not controlled by windows firewall.
i was sadly not successful, i'm clueless at this point and desperate enough to make this thread, i'd be glad if anybody could help me out here.
