Stuck at "Please wait: Fetching Online Profile" for a minute, then ends with Error 256

Can't create a private match or join any servers, I'm stuck at "Please wait: Fetching Online Profile", then ends with Error 256 - CoDMW3 server not available. Alt-tabbing to Plutonium r3417 window shows error: Could not find publisher file "social_TU21.cfg", despite the fact it is in AppData/Roaming/(...)/18409/pub/social_tu21.cfg
Doesn't work whether I start the game online of "offline".
