Something on your PC is holding the startup process (device plugged in, software, antivirus etc)
      Exit/uninstall/unplug it

Avermedia drivers and some overlays can cause this issue for example. Audio drivers stuff too like capture cards etc

        Resxt hello,
Im not able to identify what is causing this problem, I think I havent install anything new.
The game used to work perfectly and suddenly it stopped.

It is very strange because it just a problem of bo2, because mw3 works allright. I have already tried to reinstall everything but it didn't work.

You say something about device plugged in, I used to connect my laptop to a tv in order to play bo2 and it used to work perfectly weeks ago.

Thank you very much and excuse me if I dont express myself clearly in english.

If it used to work and you haven't installed anything new, chances are your AV updated its db and recently started flagging Plutonium as a virus, thus probably blocking the bootstrapper.

Try adding it to exclusions - https://plutonium.pw/docs/antivirus/

If you use an extremely intrusive AV such as mcaffee, avast, etc, you should probably uninstall them and restart your PC since they don't really respect your exclusions.
