If you want to do actual modding you should just use a game that has these tools, a community etc like BO3.
In my opinion trying so hard to do that on BO2 when there are no tools or anything is kinda stupid.
BO3 has assets, community, scripts, tutorials, wiki and so on. It's far easier and better -

Yes I am aware Bo3 officially supports mods. -
