MP has no sfx unless I'm spectating, what do I do?

So I reinstalled Plutonium for the first time in a long while today and got everything all set up. But for whatever reason whenever I play any MP matches I cannot hear any in game sound effects. only the music and dialouge, no gunshots, explosions, footsteps, nothing. I've tried resetting my settings to default and relaunching my game several times but nothing is working.
I also have a second question, How am I supposed to level up and unlock weapons and stuff? Because every time I restart my game it says I'm back to lvl 2. So I'm just stuck with default classes for right now. Is there a command I can use to give myself xp or something? very confused. -
Cosmic7X open up your console ( the key from the left side of the 1 key) and type "unlockall" then press enter about your audio problem i would rei download the game if i was in your place sorry thats all i got about that
