tienes que tener instalado "microsoft visual c++ redistributable" (hay diferentes verisones, yo te recomendaria instalar todas) busca la descarga en google, si no funciona mirate este post de un foro de microsoft https://answers.microsoft.com/es-es/windows/forum/all/error-vcruntime140dll-y-msvpc140dll-falta-en-el/59006d88-be56-4213-a44a-42cb606067b2
