Unable to join party in Zombies

My friend is unable to join my party in Zombies. I've already opened the correct port, my NAT type is Open. My party is public. He's tried joining me both through the friends menu and directly via commands. But every time he gets the same "Error. Unable to join game session." Could we get some help?
