Hello, I just bought bo1 on steam and was wondering if I need to actually install bo1 on steam first to be able to get the files.

Yes and no.
If you install it on Steam it will download the files for you.
You can however also download and use SteamCMD to do that manually.
I would highly recommend using Steam as the second way is using Steam but adds the complexity of SteamCMD. -

also do you need to buy the actual dlcs? or are they free with plutonium? or do i have to type in the computer thingy 3ARC unlock? -
Click on install in Steam.
And yes you need to own the DLCs to download them on Steam.
