Getting a black screen everytime a try and start black ops 2.

I load up the game , it loads for abou 2-6 seconds and after that it just get frozen on the black screen, (plutonium is not the issue because MW3 works properly)

How to fix black screen on launch?
Go in the bootstrapper command prompt (the console opened when you start the game)
and paste this (right click)r_fullscreen 2; vid_restartthen press Enter -
i pasted the it clicked enter and nothing happened...
