Is it only possible to host a server with an official Steam download?

I'm interested in hosting a server to play with some friends. While it was very simple to host servers for BO2 and MW3 using the old torrent files, the same did not happen when I tried to replicate the steps for the BO1 server.
That got me wondering if I'm having a problem with the game files, or if it could be something else entirely.

The torrent never contained anything which you won't get by installing the game on steam.
There are just many files not needed which got removed for the slimmed down dedicated server files. -
