I've had a problem where my rank won't save after i exit plutonium. I tried pinning down exactly what is going on and i think it's because I didn't have the dlc just the steam copy of BO2. Anyone else having this problem?

I have this problem frequently, I've found that restarting the game every hour or so helps, along with idling on main menu for about 10 minutes or so before I quit the game significantly increases my chances of getting a save.

uploadstatscommand before quitting the game to save them.
