steam bans and dlc

hi, i only want to do some quickly questions: i need to buy the dlc from steam in order to play them in plutonium? or just the base game? and is safe to use plutonium with my main steam account? or i need to log out and use another account to play in pluto? Thanks

For your first question, yes, you need the dlc if you want to play on them.
And for your second question, yes it's safe, you won't get banned for playing plutonium. -
You need the DLCs installed to play them, not more. Plutonium is safe to play on your Steam account. If you're really paranoid you can always simply exit Steam while playing

Plutonium only ask you to verify your game ownership with Steam only once. After that, it doesn't make use of the Steam API or Steam account ever. It wasn't using it before, and it's still not using it after that.
