lan without internet conection pls!!!

there is any way to play with my created server without internet conection, totally offline??, and the server browser shows offline servers too or is for online servers only??

There's already a command I believe in the server cfg called sv_offline 1 when executed should work as a LAN server. Check the cfgs, they have comments.
