fatal error when starting

Hello, so I downloaded CoD Black Ops 2 today and I don't know how to fix Missing config file "default_mp_controls.cfg" during initiliazation. I tried the guide plutonium staff posted here but it does not solve the problem I have. I badly need help. Thank you very much!

Which mode are you trying to start and which ones did you install in Steam.

trying to start CODBOII multiplayer, and I have both installed on steam.

Make sure you have actually selected the correct path in the launcher.
Try changing the language of the game to English. -

Im an idiot... didn't ACTUALLY install codboII multiplayer before running the program....
