Does Plutonium still offer an option to download the DLCs?

So the base game is on sale on Steam rn for $20, that's good. However, the DLC is either only slightly discounted or full price (Apocalypse for BO2 is still full). Does Plutonioum still have a way to install the DLCs separate, or is the only option to buy them on Steam too?
