My fps is locked at 90 and was shown that I need to edit my cfg file, which is in the "players" folder. I don't have this folder. Does anyone have a workaround?

probably you have it turned on sync every frame so turn off this, and u can change fps in console.

cg_fov 120; cg_fov_default 120 in the console. Don't need to touch the cfg file

And you probably want to change com_maxfps not the fov dvars Resxt posted. But stay below ~250 as there are reasons why it is locked in the first place.
