              blqir i have like AMD radeon R2 with E2 GPU 1.80Ghz 4GB ram HDD , i get around 80-90 fps well i recommend you to lower your resolution and settings. Disable Ragdolls , Disable Shadows , Put Textures resolution to Low , FXAA off , Texture filtering to lowest and Depth to low.

                  Thats a 10 year old 17W CPU + iGPU ofc it won't gun the game well, 30 FPS is more than what I would have guessed that combo is capable of.
