how can i fix my plutonium fps issue??

This issue has affected my t6 for about a day or so and whenever i go to a server or a cg it brings my fps at a low 6 and when ever i scope in it brings my fps back.

my specs are:
RTX 3060
32GB RAM
11th Gen Intel(R) Core(TM) i9-11900H @ 2.50GHz CPU

Please help me fix this issue. this has been bothering me alot.
