MENU_CONTENT_NOT_AVAILABE

I have downloaded steam version of dedicated server and after fixing localization.txt error with file that i found under some 12 year old video, everytime im trying to launch the game it shows me: MENU_CONTENT_NOT_AVAILABE.

Anyone knows how to fix it?

I would suggest redownloading the whole entire dedicated server again since you already claim that you had to fix localization.txt file so could be more files missing or you missing DLC/map if the game opens?
