Unusual Error

I keep getting this error on my Windows 10 computer saying that this file can't be found. I didn't delete anything, so I'm not sure what happened to it, or how can I fix it:

I would like to know how can I fix this. This is also a problem I'm having when I try to launch BO2 zombies and then the launcher closes out and does nothing.

Antivirus deleted it probably, add %localappdata%/Plutonium to exclusions. And if antivirus deleted it, it will most likely be in quarantine section, just restore it.
