Why is this guy Bignut still allowed to run around DDoSing people?

"Bignut" aka "icmp" is running around DDoSing people and servers, holding servers hostage until he gets what he wants, and hacking (I have screenshots to support these accusations which I can provide if requested). Despite staff being aware of this, he's still not banned? Unless he is banned and he's ban evading, what's staff doing about this?
Because they "don't care about lil nut"?
