ItsHush You need black ops 2 installed from steam.

Doesn't that defeat the purpose of plutonium then, I have to buy black ops 2 to play it on plutonium. I've used plutonium before and never had to install black ops 2

you don't know the purpose of plutonium if you think that :D.
Plutonium is a launcher to make your steam files safe to play online, give you access to plutonium features like dedicated servers and be able to mod / play with scripts. It is NOT about playing the game for free.
Pirated files are no longer allowed. Things changed about a year ago when activision started shutting folks down.
