Lock to 124fps

How do I lock my fps to 124 (I want to do this because it's the ideal fps to shoot the fastest) with an AMD card? I tried using Radeon Chill on both the Plutonium app and BO2 MP and neither does anything (It does work fine in the steam version tho). I also tried using com_maxfps but it will lock it at around 130fps even when I set it to 124fps.

we can't use these programs like msi afterburner/rivatuner to lock fps because it's blocked by the anti-cheat.
