Why are the cod waw mp servers empty? Are there hidden servers with a way to connect to them?

Because the player count on it is low
Afaik Steam is safe for WAW MP because it's dedicated servers so most people play on that

And neither are hosted on Pluto, iiric it only takes one Pluto player to be banned from them for all of them being banned.
