Not responding as soon as I launch the game ?

Hello guys, everything is in the title.
I don't own the game, I have used the guide to download the dedicated server from steam.
When I launch the game, no proper crashlog or crashdump. The game just... freeze. Nothing happens if I try to interact with it in anyway.
The console don't seem to show any issue too, other than the UPnP that seems to be solved on the next line.
I've tried:
changing the game's location
Repair and relaunch
remove & redownload
Open Plutonium as an adminbut nothing to do, I get stuck at the same place.
Any idea what would fix this problem?
