What's the use for this menu? How can I disable it?

This menu shows up whenever pressing F12, which is my screenshot bind (through Steam Overlay) so I have to click it twice to toggle and untoggle this menu, given it restricts other binds while it is toggled. I've seen no mentions of this menu anywhere, and using "unbind" on F12 doesn't do anything: it's bound through the client, not the game. Can I do anything to disable this? I genuinely find no use for it. Why is it even here? The Debug brings up a null drop down.

VERY annoying. I use it for PTT on my Tatarus. I've used F12 for over 2 decades in MP games. and they wanna do this? ... makes it so I cannot play and talk on TS at the same time. Really unfortunate I haven't found anywhere to disable it in the configs either.
