Wont Open

Hi, i've downloaded plutonium and played bo2 4 years ago and then i did a reset on my pc and now i want to play again and i did download it but it wont open up? Nothing happens when i click on "plutonium.exe" it just loads for 0.1 sec and nothing happens

Try placing it in another location, such as
C:\pluto -
I have tried to do this but it doesn't work for me or I don't know if the error is very specific for each one my crash id is d5c45505930845bf9f155a124fe2c93b
