BO2 zombies custom rank with permanent perks

Is there a console command to set a certain rank and have perma perks unlocked from the get go? I know of the unlock all command, which gives you the skull with the shotgun, but I'm interested in the skull with the knife one. As for the perma perks, is there a certain command for it? thx in advance
