I see staff saying that we should change our dns and i have no idea what to do to do that or how to make sure my firewall isnt blocking it.

Google how to change dns and add pluto to exceptions. As for your error, your ISP's blocking it, even if changing DNS doesn't work, you're better off using a vpn to enter the game. Do disconnect the vpn in main menu though, or you'll not be able to enter the servers which disallow VPNs
