Cannot connect to server

I have the full game bought on Steam, and plutonium downloaded, with the correct file location set, as well as the game verified in my Steam library. The game starts perfectly, but when I press online, it loads for about a minute, then I get a cannot connect to server error code. I've troubleshot as much as I can; including checking firewall settings, corrupted files, deleted literally every file on my PC for both BO2 and Plutonium, including some old torrent files that I had from before purchasing the full game, then redownloaded just the necessary BO2 and plutonium files. I updated my drivers, and I'm at my wits end, it's been days of trying to play some Buried.
The error code reads: NOTICE
