Texture toolkit download not available on the docs?

The download link for the texture toolkit in the docs (at plutonium[dot]pw/docs/modding/creating-textures) doesn't work & i can't find a mirror anywhere else, could someone upload it to mediafire or something and send the link please?

ok so the one i linked above works for the initial iwi -> dds conversion but the file doesn't work in bo2 after converting it back from dds -> iwi (even though it was working before any of the converting)

I thought it came with the thing? guess not.. I haven't done skinning in a while
