High ping issue

Hi everyone,
I’m having a strange issue with high ping when hosting Black Ops 2 through Plutonium. I live in southern Brazil, and so do the friends I play with. We all use fiber optic connections, and normally our ping stays below 70ms. However, when I host the match, one of my friends suddenly gets 999ms ping, while the rest of us stay under 70ms.
He already tried restarting his router and checking his connection, but nothing has worked. The weird part is that when someone else hosts the match, his ping immediately goes back to normal. We use Radmin VPN to connect, but I don’t think that’s the issue — in games like Minecraft, our ping is always low and stable.
Does anyone know why this might happen when I host the lobby? Or if there’s a specific network or Plutonium setting I can change to fix it?

Do your ONTs provide a public IPv4 addresses to your routers?
Can you see a reoccurring pattern with the ping spikes and the time they happen?
