How do you change zombie damage?

I have this mod for BO1 (I forgot where I got it from) but I want to port it to BO2. I want zombies to do 25 damage that way it takes 4 hits to kill (8 with juggernog). Increasing the max health causes juggernog to reset the health back to default, instead of boosting it.
