have you tried it with a slash? like "/use_localStats 1" ?
again it is a bit finicky but it should work

Puggelicious if you’re expecting the command to restore the lost progress before enabling the setting, that won’t happen. The purpose of the command is to prevent stats from resetting in future games.

Puggelicious aside from the ability to set some stats through console commands (rank and prestige), you’re correct. You’d just have to gain them again.

Open the console and enter the following command to have the game save your online stats locally instead of on Plutonium's servers

                    use_localStats 1

Beware that doing this makes LAN mode use the same stats as online mode and vice versa. When use_localStats is disabled which is the default, it can lead to progress loss due to network issues between you and Plutonium. What you can do to fix that is enable the option as per the previous instructions so that the stats save to your PC instead of to Plutonium’s servers.

This setting will save. So, you don’t have to execute it multiple times.

You could additionally use the following command right after changing use_localStats to copy your progress from one form to the other:

                    forceuploadstats
