Plutonium BO2: Slow movement when jumping and when moving backward.

Hey guys,
I've been having a problem lately playing Black Ops 2 on Plutonium. Something is strange when I jump with my character; if I try to change direction after a jump, it gets stuck, especially if I go backward.
To give some context:
I've played BO2 on Plutonium before and never had this problem, including playing BO2 installed from the FitGirl website, and there was no problem there. It happens in both multiplayer and zombies modes and has been happening for about a year. I don't know how to solve it.
I've already tried:
- Restoring my PC to factory settings and reinstalling everything.
- Changing the FPS limit to 60, 120, 144, 200, Unlimited.
- Disabling vertical sync on the video card.
None of the solutions worked.
My computer has:
AMD Ryzen 7 3800X 8-Core Processor
2x16.0 GB 3600MHz
RTX 2060 Super
Samsung 990 PRO 2TB SSDI really need help, I can't solve the problem and this makes it very difficult to play, especially in zombies mode, since I can't move backwards!

To me it sounds like it could be an FPS issue. I see you tried changing the FPS via the options menu but there are a lot of different things that could cause your FPS to lock at a set amount. Verify your V-Sync is not enabled in Black Ops II, & Nvidia Control Panel. Ensure your FPS is not locked in Nvidia Control Panel as well. Run the command '/com_maxfps 250', and 'cg_drawfps 1' to troubleshoot and ensure you're at 250 (the ideal FPS setting for this engine).
I'll admit I'm no expert on anything else regarding this issue but framerate has caused me similar issues and I've since somewhat gotten familiar with it.

This is becoming a big problem, but I've already discovered the source of the problem, I just don't know how to solve it.
I bought a new PC and the same problem occurs, so I tried creating a new Plutonium account, but that didn't solve it either.
I installed BO2 from the Fitgirl website and started the game in campaign mode. The problem doesn't happen, the movement is perfect. Then, I configured the Plutonium launcher to load the game through the folder installed by Fitgirl and the error occurs again. The problem is with Plutonium!I don't know how to solve this because my new PC has exactly the same error as the computer where I recorded the gameplay.
I just tried the solution you gave me and it didn't work. I would like to be able to continue playing BO2, but if there is no solution to this problem, I will have to stop
