    I downloaded a map from repo and I tried joining custom map online matches both freeze the second I hit play. If I go on a online server it will download and freeze, if I relaunch, a map will show up in mods, and if I start it from mods it freezes in the exact same way.       Just tried going to mods and ran "unmodded black ops" and it did the same thing it seems to have to deal with running any mod idk.

        Seems like your game doesn’t like being in fullscreen. You could get around the problem by following this:
        Disable fullscreen in the options. Then, go to %localappdata%\Plutonium\storage\t5\players\mods and use the search and look up config.cfg, select all, and delete.
